Mfg Resource Spcl

Bell Helicopter - Fort Worth, Texas

- Responsible for identifying potential out of balance conditions between demand and supply over the planning horizon. This includes identifying critical long pole shortages, capacity constraints and/or schedule imbalances resulting in an unrealistic flow rate.
- Responsible for coordinating actions necessary to align supply to demand. This could result in coordinating actions with Procurement, Manufacturing, Operations Management, etc.
- Support the SIOP process on a monthly basis by supplying data to the RPT Lead to facilitate ensuring that the supply picture is represented in an aggressive manner working to meet demands requirements.
- Direct Shop Floor Control activity through APS (Advanced Planning & Scheduling) system. This includes, but is not limited to, COE program, production, test and maintenance schedules.
- Supplies directional input to the RPT Team Leader based on informational analysis and direct interface with operational management.
- Trains and educates principal Resource Analyst’s in the operations of SAP as it relates to their respected areas. This includes the interpretation of reports and available information allowing them to make critical balance decisions between demand and supply.
- Ensure that the factory model in the finite capacity scheduling system (i2 SAP) is a true representation of the shop floor and to coordinate any modeling changes with the Super User.
- Coordinate any major activity relating to the factory floor that may affect the scheduling of jobs or available net capacity of critical constraints (i.e. machines down, manpower adjustments, missing machine group codes, etc.) and adjust Factory Planner scheduling system accordingly (working with the Super User as required).
- Develop release order quantity logic and period of supply logic in conjunction with MRP Specialists. Initiate traveler release & signal PO activity using APS lead times. Initiate materiel demand orders.
- Run virtual factory simulation/what-if analysis with Super User to: create build schedules, minimize WIP / inventory costs, balance machine capacity / utilization, project product lead times, establish offload / outsourcing requirements, and make manpower recommendations.
- Effectively manage inventory, COE offload / overflow, machine loads through capacity analysis / planning and the continued implementation of system improvements and advanced technologies.
- Continuously drives improvement of critical metrics such as late orders, delivery performance, reduced lead times, cost, safety and product throughput.
- Develop and implement strategies that result in minimum inventory and significant inventory turns without compromising on-time delivery performance. Evaluate delivery changes / product change authorizations for schedule and inventory impact.
- Initiate COE tactical make / buy decisions as required.
- Develop and maintain required reports such as workflow (load vs. capacity), status, delivery performance, etc. as required.
- Support the creation/maintenance of Supply Chain Department Instructions and process mapping as required - Responsible for insuring the Factory Planner publishes a valid daily build plan. This plan should encompass the global scheduling philosophy as dictated by the COE management relative to the operational flow of the resulting area.
- Accountable for managing the shop loads and developing plans for balancing critical resources while working with manufacturing management in their efforts to produce the end product and obtain the most effective utilization of equipment in a cost effective manner.

Education: Four-year degree in Operations / Business Management, or related discipline

Experience:
- Experience in Supply Chain Management Operations with an emphasis in constraint management preferred (5 years preferred).
- Lean and/or Six Sigma certifications, Basic Excel, APS Factory Planner Modeling, MRP a plus
