Logistics/Technical Estimating - Senior Specialist

The Sr Logistics/Technical Estimating Specialist is responsible for development, integration and coordination of high quality, on-time and fully supported Logistic Basis of Estimates (BOEs) for Bell Helicopter's Military Services/Products (domestic and FMS). This individual will have the opportunity to coordinate with different departments, learn the contracting cycle (from RFP to Award) and be knowledgeable in all facets of the proposal process. 
 
Position Responsibilities:
  • Develop Logistic Basis of Estimates (BOEs)
  • Maintain and continually improve the Logistics Estimating Process
  • Develop and Review Internal Statements of Work (SOWs) and Subcontractor SOWs
  • Develop and Review Work Breakdown Structure (WBS) with Product and Task Descriptions
  • Review Contract Data Requirements List (CDRL) and Subcontractor Data Requirements List (SDRL)
  • Preparation of Supportability Milestones for Integration into the Program Schedule
  • Accurate review of preliminary contractual documents prior to formal Bell Helicopter signatures
  • Identification of Supportability program risks; prepare briefings/reports to surface supportability risks
  • Support Government Review/Audits of BOEs; Support contract negotiations; Work directly with Contracts Department and DCMA/DCAA/USG Customer to reach an Agreement
  • Performing total proposal coordination and integration tasks working with ILS Management, IPT Representatives and Military Training; And external coordination with Interdivisional companies and Bell customers

Work special assignments as required using independent judgment and initiative

Education Requirements:

 
-          Bachelor’s Degree in Business Administration is preferred
 
Position Requirements:
 
-          Must have at least 3 years Helicopter Maintenance experience to include Aircraft Systems, Subsystems, Logistics Supportability Products and Services such as Supportability Analysis, Technical Manuals, Support Equipment, Spare Parts, and Training.
-          Excellent interpersonal skills for building and retaining professional relationships with internal and external customer.
-          Must have proven capability of developing Logistics Statements of Work (SOWs) and man-hour/material estimates
-          Must have excellent organizational skills, ability to work concurrently on multiple and varied projects, strong written and verbal communication skills, detail-oriented, excellent analytical and problem solving skills, ability to utilize good common sense, strong leadership abilities, and ability to effectively interface with both internal and external customer
-          Must be a self-starter, quick learner, and independent work style, which requires minimal supervision is also desirable for this position
-          Must be capable of utilizing established estimating factors or creating historical profiles for use as estimating factors
-          Ability to read, interpret and provide input to program and logistics program schedules is required
-          Previous participation in contract cost negotiations is preferred
-          Strong Microsoft Excel skills preferred
