Bell Helicopter is seeking a Director of Security, Plant and Fire Protection for our international operation based at corporate headquarters in Fort Worth, Texas. This position is responsible for the strategy, development, implementation and evaluation of our enterprise security programs and the risk management of our plants, facilities, and fire protection.
Detailed Description:
Establish and execute Bell Helicopter global security strategy, lead the organization towards culture change from a security perspective and lead all security measures necessary for application of Bell and Government Security requirements including but not limited to classified information/materials, ITAR regulations, asset, facilities and employee protection and employee training/education and certification as required.
Manage the development and implementation of Bell Helicopter’s global security policies, standards, guidelines, and procedures to ensure ongoing maintenance of security. Work with leadership to prioritize security initiatives and institute appropriate risk management methodology. Establish appropriate metrics consistent with corporate strategic plan. Support and coordinate Bell Helicopter global security needs, policies and procedures, recommend procedures and systems necessary to maintain and enhance the overall protective services mission.
Lead Security and Fire Protection Teams (union and non union) in the delivery of all security and fire protection requirements. Provide leadership, guidance and knowledge overall fire prevention, fire/hazardous material response (in coordination with EHS) and fire protection systems/operations.
Direct the management of special access programs, classified information, security clearances, foreign travel security, visitor processing, authorization and control including foreign visitors. Provide personnel access control. Oversee incident response planning, investigation, of possible security violations; assist with compliance and legal matters associated with potential violations as necessary.
Conduct security audits/inspections to ensure Defense Industrial Security Program standards as established in the Security Manual Operating Procedures are met. Ensure new hire and employee security indoctrination, security clearance terminations, annual training, Initial and Annual Security Briefings, Counter Intelligence and Threat Awareness briefings, Operations Security Briefings and Defensive Travel Briefings. Formulates and ensures conformance to multi-government requirement programs, including Foreign Ownership Control or Influence and Homeland Security Clearance. Interface with other security leaders and personnel for best practices, and networking security concerns as required/appropriate.
Manage functional special requests to U.S. Government Agencies of unusual or hard to identify classified material, including justification for need, identifying appropriate agency and agency submissions.
Manages all processes including systems and techniques associated with managing classified materials, identifying and marking documents and material requiring classification, regarding or declassification as required by the government, and ensuring appropriate implementation across the organization.
Manage capital and operating budgets and other ad-hoc projects as required.

Requirements:
Bachelor’s degree or equivalent /relevant security experience is required.
Must be able to provide proof of U.S. Citizenship.
Minimum of 10-15 years experience in corporate security and 10 years experience with the National Industrial Security Program. Must have a strong working knowledge of pertinent laws, regulations and government/law enforcement communities including the CIA, FBI, IRS, Homeland Security, DSS and DoD agencies. Must have an understanding of information technology and information systems security.
Must be able to obtain and maintain U.S. Government Final Top Security Clearance as a condition of continued employment. DoD Facility Security Officer certification is required. ComSec Certification is required.
Experience in the aerospace government industrial security program is preferred. Affiliation with Government and Law Enforcement communities including Homeland Security, CIA, FBI, IRS, DSS and DoD agencies is preferred. Active membership with National Classification Management Society, American Society for Industrial Security, and the Aerospace Industries Association preferred.
