Regional Engineering Operations Manager

Position Summary:

SUMMARY
The position will be seated in the Dallas/Westlake Texas campus. The role is responsible for direct on-site support for the Dallas/Westlake sites as well as several other facilities across the nation. Some travel will be required to support the national sites and teams. The general requirements are maintaining, developing and managing strategic operations programs, providing ongoing field technical support and supervision. Maintaining consistency of critical environment processes and engineering maintenance across a large portfolio. Identifying, supporting and managing the client needs and providing superior management.
 
ESSENTIAL FUNCTIONS
GENERAL

  • Lead and support the engineering staff to create a high performing team. 
  • Support building operations through a client facilities management group and JLL engineering teams to assure high infrastructure availability and client satisfaction. 
  • Ensure that communication with the engineering and facilities management staff is effective and thorough.
  • Provide Subject Matter Expertise to the region and account to support improvements in reliability, service delivery and problem management as required.
  • Maintain and support a 100% uptime Critical Environment Management program reflecting all client requirements and approvals as well as adherence to industry best practices.
  • Oversee and manage the budget needs for all facilities and follow all financial processes developed by the JLL sourcing team and client.
  • Maintain documentation needs and ensure it is clear and concise and captured/maintained in the 360 CMMS system. 
  • Ensure all sites in portfolio are positioned to comply with the JLL Engineering Services Compliant Audit.
 
MAINTENANCE MANAGEMENT
  • Developing and instituting consistent maintenance management practices across the facility portfolio.
  • Implementation and management of the computerized maintenance management systems/360 in accordance with JLL and client expectations.
  • Overseeing use of consistent maintenance management key performance indicators reporting.
  • Identify risks to client facilities and eliminate downtime.
  • Providing or sourcing technical support for Facility Managers, Chief Engineers and their engineering staffs.
  • Maintain 3-7+ year capital budget forecasting for all client assets. Establish maintenance and replacement plans with guidance as the Subject Matter Expert.
  • Administer technical skills assessments and technical training program of facility engineering personnel. Add individual technical training to IPMP goals.
  • Develop training programs based on needs gathered through skills assessments.
  • Help promote adoption of e-procurement solutions by assisting in scheduling supplier partner meetings and developing personal shopping lists.
  • Assist Strategic Sourcing in bidding, negotiations and administration of regional or national contracts for technical products or services.
  • Establish self as the internal “go-to” for Chief Engineers needing support.  Rely on Technical services/Engineering Services, outside contractors, consultants or internal networking for technical support.
  • Conduct thorough root cause analysis on all incidents or outages and work to reform processes and practices to avoid recurrences.
  • Conduct all activities with a focus on cost savings and increase in reliability.  Research and implement innovative cost reduction programs.
 
ENERGY MANAGEMENT
  • Maintain a comprehensive energy management program for the client account, including an energy efficiency guidelines, energy audits and internal/external benchmarking.
  • Work with Technical Services to design and implement demand side energy management programs.
  • When necessary, engage utility providers and manage utilities relationship.
  • Gather and publish energy management best practices and innovations.
  • Work with Energy Services and Sourcing managers to develop, bid and administer supply side energy management contracts.
  • Develop and support capital improvement plans for client review and approval.
 
ENVIRONMENTAL HEALTH AND SAFETY
  • Maintain a comprehensive environmental health and safety program, including safety training, site and job specific training, OSHA compliance, MSDS tracking, and vendor pre-qualification.
  • Administer compliance with and reporting of applicable environmental health and safety programs.
  • Maintain processes for reporting energy, gas, water, and sewer consumption.
 
EDUCATION AND EXPERIENCE
  • Undergraduate degree in Business Administration, Engineering, Engineering Technology, or related field preferred.
  • Minimum 5 years direct supervision of multi-building operations required.
 
CERTIFICATIONS AND LICENSES
  • Candidate must possess and maintain a valid state driver’s license.
 
KNOWLEDGE, SKILLS, AND ABILITIES
  • Extensive mechanical, electrical, plumbing and fire suppression system knowledge of commercial/critical facilities systems and maintenance required.
  • Strong organization skills and collaborative management style needed.
  • Must be able to deliver results thru others and manage work, people and property from a central location. 
  • Good interpersonal skills, ability to communicate well in both oral and written reports with direct teams, as well as executive level personnel.
  • Successful candidate must be self-motivated who can work independently or on a team.
  • Ability to comply with both Jones Lang LaSalle and client-directed Policies & Procedures.
