Manager - Operations Team

Position Summary:

SUMMARY
In consultation and collaboration with senior leadership, oversee the operation, staffing, performance and development of the on-site facility management team and all third-party contractors.
 
ESSENTIAL FUNCTIONS

RELATIONSHIP MANAGEMENT | OPERATIONS

  • Ensure client satisfaction by providing a seamless interface to client; demonstrate leadership, responsiveness and creativity.
  • Provide strategic leadership of engineering team to compliment and support a highly collaborative environment within the client’s real estate team and JLL’s FM Operations / Soft-services team.
  • Provide strategic leadership and guidance of the Engineering Team, including Sr. Chief Engineer, Asst. Chief Engineer, Sustainability and Compliance Engineer, Electricians and Building Engineering team members.
  • Establish and support a culture of innovation across all engineering team functions, and with peer leadership team members.
  • Accomplish key performance indicators (KPIs) and service level agreements as identified by client, and conduct regular Quality Assurance audits to ensure compliance of same.
  • Oversee the environmental and safety program for the site and foster a “Safety First” culture within the JLL and supplier teams.
  • Develop and implement processes and solutions to insure and maintain compliance with Environmental Management Systems, LEED EB O&M Certification, and JLL compliance audits.
  • Provide leadership of direct-report employees and all contractors, to ensure and maintain compliance with JLL and client training requirements, including Safety, Environmental Systems, LEED, site access and security standards.
  • Ensure procurement and financial transaction compliance with JLL and client financial policies.
  • Ensure compliance of all regulatory laws and guidelines are met, as they relate to the operation of building infrastructure and maintenance / repair procedures.
  • Manage supplier performance at the facility and maximize utilization of suppliers, preferred vendors and contractors. 
  • Coordinate discussions with each vendor or supplier regarding goal setting, performance criteria, and performance review. 
  • Develop and document the scope of services and assist in vendor negotiations for new and existing contracts.
  • Provide strategic cost / value leadership specific to all aspects of the engineering organization, making cost-savings a foundation of all engineering operations.
  • Ensure that engineering staff and all contractors are qualified and adequately trained to ensure compliance with account KPIs and to perform routine duties necessary to comply with account standards.
  • Provide supportive oversight of engineering leadership team members as necessary to ensure on-time compliance with maintenance objectives, and maintenance procedures are optimized and documented.
  • Identify safety hazards and incorporate the remediation of such hazards to ensure that the building’s staff and route engineer’s work in a safe environment.
  • Ensure engineering processes and procedures are in-alignment with client policies and procedures, including property access standards and pre-employment background verification of team members and contractors.
  • Work with Property and Project management to assist in the development of a Capital work plan, which includes life-cycle planning for infrastructure upgrades, equipment replacement, and building modifications to ensure building capabilities and capacities are maintained.
  • Provide support for project delivery teams, ensuring contractors are informed and knowledgeable of the building’s critical functions and the work they are to perform.
  • Ensure that all owner processes are communicated and understood among the engineers and contractors who perform work on the building’s critical infrastructure.
  • Periodically provide leadership of extended team as peers / senior managers are traveling on business, or out of the office.
REPORTING
  • Oversee the appropriate monthly/quarterly/annual reporting appropriate for the client as defined in KPIs and MSA.
 
 BUDGETING
  • Oversee the development and management of the capital and zero-based expense budgets for the facility
  • Develop monthly/quarterly variance reporting on the operating budget
 
EDUCATION AND EXPERIENCE
  • Bachelor’s degree or equivalent work experience in Facilities Engineering Management with technical emphasis and proven record of team leadership.
  • Minimum 5 years of management experience, including knowledge of building systems, fire alarm and suppression systems, and mechanical/electrical systems, architectural maintenance, and controls.
  • The successful candidate must demonstrate leadership initiative, innovation and history of developing and maintaining a high-performance team.

  • Proficient in Word, Excel and other Microsoft Office Suite programs
  • Strong organizational and management skills
  • Ability to function effectively in a high-performance work environment
  • Excellent interpersonal, communication and leadership skills, with an emphasis on operational excellence and exceptional customer service.
  • Excellent business writing and verbal communication skills.
  • Strong analytical ability.
